汽车事件一：三部门：开展县域充换电设施补短板试点

日前，财政部、工信部、交通运输部三部门发布关于2024-2026年开展县域充换电设施补短板试点工作的通知，将进一步释放新能源汽车消费潜力。




其中，关于汽车的试点内容包括提升农村地区公共充换电基础设施服务保障能力。根据本区域及过境新能源汽车需要，加大公共充换电基础设施在适宜使用新能源汽车的农村地区建设力度。试点县新建充换电基础设施应面向全社会开放、可用率不低于99%、额定功率120千瓦以上（含120千瓦），大力推广智能快充公共充换电基础设施。

试点县重点村镇及周边地区要打造“布局合理、场景丰富、技术先进、体验优良”的农村公共充换电基础设施建设运营示范先行区。鼓励各地区充换电建设运营龙头企业，与当地电网、邮政、物流等大型企业集团联合，在适宜使用新能源汽车但社会投资公共充换电基础设施意愿不足的农村地区，加快建设面向公众全面开放服务的快充公共充换电基础设施，力争逐步建立农村地区公共充换电设施市场化运营模式，不断提升农村地区“薄弱环节”的公共充换电服务保障能力。

激发试点县及周边地区新能源汽车消费潜力。重点培育符合本地及周边地区新能源汽车发展特点的充换电应用场景，完善提升县级邮政快递网点、农村物流节点、农村客货运场站（包括乡镇运输服务站、农村客货邮站点等）、3A级及以下旅游景区、农村公路沿线、交通综合服务站等适宜新能源汽车充电场景的服务保障能力，做好节假日充电高峰期与高速公路服务区充电的导流衔接。试点县要与当地新能源汽车促消费政策同向发力，形成新能源汽车消费拉动效应，推动提升本地及周边地区使用新能源汽车意愿。具备条件的试点县要与周边地区形成联动，围绕旅游公路、“四好农村路”等规划布局充换电基础设施，推动充换电基础设施“跨县域场景全覆盖”，带动试点县及周边地区新能源汽车消费潜力提升。

积极培育新技术新模式在农村地区的推广应用。充分结合本地区场景应用条件，积极探索车网互动（V2G）、快速充换电、液冷大功率充电、智能有序充电、无线充电等新技术新模式应用。分布式光伏覆盖较好的农村地区，可结合实际建设光伏发电、储能、充换电一体化的充电基础设施。

优化完善充换电设施支持管理政策体系。鼓励各地结合本地区实际，出台公共充换电基础设施建设支持政策，保障充换电基础设施及配套电网建设用地需求，加快充换电基础设施及配套电网建设审批流程，拓宽充换电基础设施投资运营企业融资渠道。鼓励充电基础设施场站租期采用10年及以上期限，降低运营企业用地风险，引导企业长期持续经营。鼓励地方因地制宜出台建设运营补贴、土地租金减免、用电价格优惠等财政支持政策。加强充换电基础设施建设、安装质量安全管理，建立事故责任倒查制度，形成完善的充换电基础设施支持管理政策体系。

汽车事件二：宝马集团董事长齐普策随德国总理访华

4月13日，宝马集团宣布，集团董事长齐普策将随同德国总理朔尔茨和企业家代表团访华，强调通过深化合作推动繁荣，以及持续扩大在华投资的坚定承诺。




自德中建交半个多世纪以来，宝马集团有幸见证并参与了两国经贸关系与科技合作水平的不断提升。“今年恰逢德中建立全方位战略伙伴关系10周年，我深感荣幸能再次陪同朔尔茨总理访华。宝马集团扎根中国30载，发展受益于德中间自由贸易及中国高水平对外开放政策。我们对中国市场前景充满信心，坚定持续投资中国、为深化德中合作做出更大贡献。”齐普策表示。

齐普策指出，宝马集团在中国的成功发展，同中国30年来经济的蓬勃发展和社会进步息息相关。30年来，宝马集团始终坚持“家在中国”，不仅致力于对中国经济增长做出持续贡献，而且深度参与技术创新和社会文化发展。当前更需加强国际合作，推进贸易通畅，实现促增长、求繁荣、扩就业。宝马始终认为合作创造繁荣与增长。宝马集团在中国的成功发展正是德中长期合作共赢的典范；跨国合作应成为应对当前及未来挑战的关键力量。

汽车事件三：广州、深圳将放宽小汽车上牌指标限制

日前，广东省人民政府印发《广东省推动大规模设备更新和消费品以旧换新的实施方案》，其中提到，鼓励汽车生产、经销企业通过开展促销活动、发放换新补贴、赠送充电桩等形式提供购车优惠让利；依法依规淘汰达到强制报废标准的老旧汽车；广州、深圳进一步放宽小汽车上牌指标限制。




支持交通运输领域设备更新。持续推进城市物流配送、邮政快递、机场转运车辆等电动化替代，支持老旧新能源公交车及电池更新换代。全面实施重型柴油车国六排放标准和非道路移动柴油机械国四排放标准。加强低空经济装备等绿色航空装备产业发展和示范应用。严格执行船舶报废和环保标准，依法依规淘汰高耗能、高排放、污染重的老旧船舶，以市场化方式推动LNG动力船舶应用，逐步扩大电动、绿色甲醇动力等新能源船舶应用范围。积极推动高速公路服务区、加油站升级改造，发展“服务区+”多场景平台生态。

开展汽车以旧换新。强化政策引导，组织开展汽车以旧换新活动，鼓励汽车生产、经销企业通过开展促销活动、发放换新补贴、赠送充电桩等形式提供购车优惠让利，促进汽车更新消费。严格执行机动车强制报废标准规定和车辆安全环保检验标准，依法依规淘汰达到强制报废标准的老旧汽车。广州、深圳进一步放宽小汽车上牌指标限制。

支持二手商品流通交易。大力发展二手车出口业务，鼓励有条件的地市建设集展示交易、维修整备、检测认证、报关出口、仓储物流、金融服务等功能于一体的二手车出口基地，培育二手车出口配套服务体系。支持企业拓宽海外市场渠道，规范二手商品流通秩序和交易行为。鼓励“互联网+二手”模式发展。

加快产品技术标准更新升级。完善家电、家具、汽车等产品标准。制修订废旧家电、二手电子产品、报废汽车、废旧动力电池、退役光伏风电等回收利用标准。推动电动自行车电池、燃气用具等重要消费品质量分级标准的制定和实施。组织制定电梯主要零部件报废标准，监督燃气充装单位严格执行燃气气瓶报废规定。依法查处生产、销售不符合强制性标准产品的违法行为。持续开展电动自行车专项整治行动。
