据“江西发布”官微消息，南昌、赣州、九江、新余发布公告，宣布阶段性取消首套房贷利率下限，4月1日起执行。



近期，福州、济宁、青岛等多个城市均已宣布，4月起阶段性取消首套住房商业性个人住房贷款利率下限。业内人士认为，阶段性取消辖区首套房贷利率下限，充分说明房贷政策进一步宽松，也进一步说明二季度政策基调宽松的方向。

多地下发通知4月起阶段性取消下限

又一波房贷利率福利来了！

4月5日，“江西发布”消息显示，近日，南昌、赣州、九江、新余发布公告，阶段性取消首套房贷利率下限，4月1日起执行。

公告称，为支持刚性和改善性住房需求，促进房地产市场平稳健康发展，按照因城施策的工作要求，决定阶段性取消该市首套住房商业性个人住房贷款利率下限，自2024年4月1日起实施。

公告中同时表示，如后续评估期内（上季度末月至本季度第二个月为评估期）出现新建商品住宅销售价格环比和同比连续3个月均上涨情况，则自下一个季度起，恢复执行全国统一的首套住房商业性个人住房贷款利率下限。

除江西四城外，近期福州、济宁、青岛等多个城市宣布，4月起，阶段性取消首套住房商业性个人住房贷款利率下限。

4月3日起，福州阶段性取消首套住房商业性个人住房贷款利率下限。福州市五城区首套住房商业性个人住房贷款最低首付款比例由原不低于25%，调整为不低于20%；二套住房商业性个人住房贷款最低首付款比例由原不低于35%，调整为不低于30%。住房套数认定标准按照原政策执行。

4月1日，山东省济宁市宣布取消首套住房贷款利率下限。自2024年4月1日起，该市阶段性取消首套住房商业性个人住房贷款利率下限。各金融机构应按照市场化、法治化原则，结合本机构经营情况、客户风险状况等因素，合理确定每笔贷款的具体利率水平。另外，青岛市、烟台市也在稍早时候宣布取消首套住房贷款利率下限，执行时间同样为4月1日。

类似地，潮州、汕尾多地银行也表示，自4月1日起阶段性取消辖区首套房贷利率下限，实际利率由商业银行按照市场化、法制化原则，与借款人自主协商确定。至此，广东省已有15个城市取消首套房贷利率下限。此前，东莞、佛山、珠海、中山、惠州、汕头、江门、湛江、肇庆、阳江、清远、韶关、云浮已取消首套房贷利率下限。

自主调整房贷利率空间加大

自2022年以来，国内差别化信贷政策持续推进，地方自主调整房贷利率的空间也持续加大。

2022年5月，央行、原银保监会印发的《关于调整差别化住房信贷政策有关问题的通知》指出，对于贷款购买普通自住房的居民家庭，首套住房商业性个人住房贷款利率下限调整为不低于相应期限LPR（贷款市场报价利率）减20个基点，二套住房商业性个人住房贷款利率政策下限按现行规定执行。

2022年12月30日，央行、原银保监会发布《关于建立新发放首套住房个人住房贷款利率政策动态调整长效机制的通知》，决定在阶段性调整差别化住房信贷政策的基础上，建立新发放首套住房商业性个人住房贷款利率政策动态调整长效机制。新建商品住宅销售价格环比和同比连续3个月均下降的城市，可阶段性维持、下调或取消当地首套住房贷款利率政策下限。

《通知》提到，地方政府按照因城施策原则，可自主决定自下一个季度起，阶段性维持、下调或取消当地首套住房商业性个人住房贷款利率下限。对于采取阶段性下调或取消当地首套住房商业性个人住房贷款利率下限的城市，如果后续评估期内新建商品住宅销售价格环比和同比连续3个月均上涨，应自下一个季度起，恢复执行全国统一的首套住房商业性个人住房贷款利率下限。

据央行报告显示，截至2023年9月末，在119个符合放宽首套房贷利率政策下限条件的城市中，有95个城市下调了首套房贷利率下限，24个城市取消了下限。

而进入2024年以来，东莞市打响取消下限的“第一枪”：1月1日，东莞市住建局通过官方平台“莞e认购”发布最新政策，自2024年1月1日起，东莞市实施阶段性取消辖区首套住房商业性个人住房贷款利率下限。如今，“跟上”取消步伐的城市数量正在持续增加。

在上一轮LPR调整后，5年期以上LPR降至3.95%。按照此前减20个基点计算，首套房贷利率已低至3.75%。而在下限取消后，各地首套房贷利率下调空间将进一步加大。

贝壳研究院监测数据显示，2024年3月百城首套主流房贷利率平均为3.59%、二套主流房贷利率平均为4.16%，均与上月持平。贝壳研究院认为，截至3月底，百城整体首二套房贷利率均处于历史低位，较低的房贷成本以及较快的放款速度有助于推动住房需求入市并加快交易流程，有利于住房交易市场的平稳修复。

易居研究院研究总监严跃进表示，阶段性取消辖区首套房贷利率下限，这也是二季度开始各地购房政策放宽的最典型案例，充分说明房贷政策进一步宽松，也进一步说明二季度政策基调宽松的方向。
