国资入场，“以旧换新”强推楼市，房地产进入“加量不加价”阶段

随着阳春三月的结束，各方开始盘点一季度的房地产市场。从成交量来看，以深圳、上海为代表的一线城市，以广东惠州、河北石家庄为代表的二线城市开始明显好转。楼市开始进入“加量不加价”阶段。即房价下探继续，成交量开始上行。
成交向好，支持楼市的举措还在继续出台。而出台的政策基本上都是在发挥各个城市的主导作用，以地方政策为主。进入四月以来，就有郑州、日照、丽水等城市先后为稳楼市加码。
4月1日，郑州市住房保障和房地产管理局发布《郑州市促进房产市场“卖旧买新、以旧换新”工作方案（试行）》，国资正式入场购房。具体由郑州城市发展集团有限公司（政府指定作为收购主体）收购二手住房，促成群众通过“卖旧买新、以旧换新”购买改善性新建商品住房。全年计划完成二手住房“卖旧买新、以旧换新”5000套。



山东日照也发出“关于促进日照市房地产市场平稳健康发展的基干措施”，该措施把购房的对象重点放在了农村进城的农民以及城市购买二套房的人群上，农村进城购买首套房、城市居民购买二套房，可以享受购房总额20%的补贴。实际上就是一句话，现在买房，就给予房款总额的20%补贴。这一力度，基本上是目前各大城市之中的最高级别了。



浙江丽水经济技术开发区发布购房消费券方案，大力度补贴购房，补贴额度为首付款的10%。计划首批投入1000万。文件发出第二天，也就是今天，已经产生第一张购房消费券，抵扣33万元首付款。



正如各大城市发布文件或通告中所说，出台这些政策，都是为了进一步促进房地产行业的健康发展。从房地产行业当前的表现来看，大家都很着急。
从城市管理者的角度，很是着急，土地出让收入曾经地方城市的主要来源。根据中指研究院公布的数据，2024年一季度(截至3月26日)，全国300城住宅用地推出4030万平方米，同比下降30.6%。这是全国土地出让面积连续两年同比减少。土地出让减少，意味着当地的收入也就同比减少，而原本依托于土地出让收益来支付的各大项目费用或新开工项目就不得不延迟实施。
对于房企来说，同样非常着急。根据观点指数 “2024年1-3月房地产企业销售表现”研究成果显示，1-3月份，前100房企累计实现权益销售金额6029.03亿元，同比下降48.05%。权益销售金额的大幅度下滑也表明其资金回笼大幅度减缓，资金周转遇到挑战。比如，房企曾经的优秀生万科，就在三月差一点出现债券违约。如果没有央行、金融监管总局在地级市以上城市专门设立的房地产融资协调专班的支持，万科也差一点躺平。
所以，现在的房地产，大家都很着急。必须尽快想出更好、更多的办法让它好起来，让“加量不加价”的楼市行情更好的延续。
