房地产迎来大杀招！这些城市国家队收房，楼市扫房风暴来了

中国房地产目前的大问题，是库存量大消化周期很长。那么中国究竟有多少房子？哪些城市商品房供应量最高？有多少房子空置？
去年以来，中国针对空置房祭出了大杀器，经过一段时间准备以后，国家队下场收房的消息不断传来。最近，又一个房地产的重镇，传来重磅消息。



去年8月份，国常会通过了《关于规划建设保障性住房的指导意见》，史称“新房改”。
新房改之所以引起爆炸性的轰动效果，在于其中的两个核心要点。
第一，是让商品房回归商品属性，做到“市场归市场，保障归保障”。
这被很多人认为是房地产新的“双轨制”，甚至认为是楼市要全面松绑的重要信号。
第二，是增加保障性住房建设和供。
35个300万人口以上的城市将率先试点，未来5年内将建600万套保障性住房。
其中明确提出，政府可以收购或长期租赁存量商品房，然后以保障房的形式供应市场。
转过年来，一些城市开始率先行动了。



2月21日，重庆市举行了租赁住房贷款支持计划试点暨住房租赁基金首批收购项目签约仪式，首批收房4207套，改造后将投入租赁市场。
重庆这事只是小水花，更猛的城市来了。
昨天有媒体报道，在楼市方面，一直“遥遥领先”的郑州，又出了一个“王炸”。
4月1日，郑州市房管局等部门印发文件：《郑州市促进房产市场“卖旧买新、以旧换新”工作方案（试行）》。
根据方案，2024年郑州全市计划完成二手住房“卖旧买新、以旧换新”10000套，并将开发建设全市房源信息共享和发布综合服务平台，促进政策顺畅运转落实。
最刺激的事情，是这次以旧换新，郑州推出了两种模式。



第一是通过郑州城市发展集团有限公司（政府指定收购主体）收购二手住房5000套，第二是在政府政策鼓励下，通过市场自行交易5000套。
国家队下场收房，这很好理解，但是市场怎么完成自行交易呢？
文件说，通过开发建设全市房源信息共享和发布综合服务平台，筹集、发布市场待售的二手住房房源和用于换房群众选购的新建商品住房房源，为各方提供全流程综合信息服务。
这在很大程度上，需要开发商配合。
那么，郑州的开发商会不会配合呢？虽然仍有疑问，但郑州的市场形势，已经说明了一切，再不配合，可能真的就要完了。
郑州这么大的力度，这么急切的心情，是跟这个城市前些年大举扩张用地，大规模开发房地产，是有直接关系的。



郑州地处华中地区平原地带，城市扩张到了没有边的地步。
2022年8月，贝壳研究院发布了《2022年中国主要城市住房空置率调查报告》，郑州10年商品房供应2.5亿方，空置率超过13%，在二线城市中排第6，全国排名第9。
在房地产发展上的激进政策，郑州跟南边的兄弟城市武汉相比，有过之而无不及。
有人甚至说，贝壳研究院可能搞错了，郑州的商品房空置率绝对是全国第一。
郑州的情况，是全国很多城市多年来激进发展房地产的真实写照。
事实上，重庆和郑州，也只是房地产影响力比较大的两个城市，这股风潮已经来了。
中指研究院的数据，2023年以来，已有超过30城出台“以旧换新”政策，产生了三种模式。



第一种是购房者、开发商、中介签订三方协议，购房者自己挂牌卖旧房子；第二种是由房企或者房企寻找的第三方接手购房者的旧房子；第三种就是国家队直接下场收房。
其中国家队下场收房的，目前还只是少数城市，比如重庆、郑州、宣城和太仓。
但是，如果国家队不下场收房撬动市场，仅靠民间自发行动，恐怕在如今的市场行情下，进展会非常慢，很难改变市场形势。
国家队下场收房能撬动市场吗？这种事情美国是有成功先例的。
《货币战争》的作者，知名大V宋鸿兵曾经发表文章《只有“做市商”，才能救房地产！》，做市商是一个很生僻的名称，很多人可能因此忽略了。
据宋鸿兵介绍，2012年美国正经历长达6年的房地产熊市，房价下跌超过50%。



当时美国联邦住房金融局引入投资机构成为“做市商”，向他们提供定向廉价融资，收购空置房屋进行运营。
最终的结果是，华尔街资金大批量吃进低价房产，翻修后再投入租房市场，以区区数百亿美元撬动了高达23万亿美元的美国房地产市场。
我们目前正发动的租赁住房运营计划，是不是非常类似呢？
所以，国家出了政策，国家队下场扫房风暴必然席卷全国，大家来说说，这能够改变房地产市场的形势吗？
