中央定调！2024年房地产要做“两件事”，楼市走向逐渐清晰了

2024年的全国两会已经闭幕了。而在两会上，今年的政府工作报告中，针对房地产市场部署了“两大工作重点”：第一，要稳妥处置风险隐患；第二，要健全风险防控长效措施。这就意味着，既要妥善处置当前的风险隐患，化解房地产风险，又要建立起房地产市场的长效机制，把潜在的风险给清除掉，让楼市进入可持续发展的轨道。



可能很多人感到不理解，中央为什么会对2024年的房地产市场如此定调？对这“两件事”又如何具体安排呢？让我们先来进行梳理和解读，这样才能帮助大家更好地了解2024年房地产市场的走向，清晰了解楼市的趋势，以便做出正确的应对之策。
第一件事，要稳妥处置风险隐患



从去年开始，国内房地产市场的风险不断，这不仅会影响到购房者的信心，而且也会带来较大的系统性风险。所以，今年化解楼市风险乃是当务之急。房地产市场的风险主要有3大类：
1、开发商债务违约、烂尾楼的情况时有发生，这不仅会带来房地产金融风险，而且还会打击到楼市的信心，导致楼市成交量的持续低迷。所以，今年我国将拓宽开发商的融资渠道，如贷款、发行债券、IPO上市、股权转让等方面给予一定的支持。此外，我国还将会逐步上调开发商出售现房的比重，以降低烂尾楼的情况发生。预计今年开发商债务违约、烂尾楼等风险将会大幅降低。



2、开发商的销售业绩大幅下降。去年全国商品房的销售面积11.17亿平方米，同比下降8.5%。而开发商如果是一直业绩下滑，库存商品房卖不出去，不仅会导致其资金无法及时回笼，出现破产倒闭的情况，还会给银行带来系统性风险。预计今年会有更多的地方放开对开发商的“限价令”，将会有越来越多的开发商会选择“降价促销”的方式，来回笼资金。
3、随着国内房价的下跌，以及很多家庭收入减少或失业，这就导致了国内购房家庭断供的情况是明显增加，银行即使拿到了大量断供房源，也无法在短时间内变现，只能委托法院进行拍卖。而为了缓解弃房断供的数量快速上升，带来金融风险。今年我国除了将会全力稳定楼市，避免房价的大起大落。同时，还会进一步下调房贷利率，以降低购房家庭的还贷压力。
第二件事，要健全风险防控长效措施



所谓健全风险防控长效措施，主要还是建立房地产长效机制，避免将来再发生系统性风险，让房地产市场可以更加平稳的，可持续的发展，主要有以下2大举措施：
1、我国将大力推进保障房。早在去年10月份，国务院已经通过了《关于规划建设保障性住房的指导意见》，明确表示未来5年将有600万套保障房上市。而保障房的价格要远低于周边商品房的价格。这样一来，城市中低收入群体不仅可以圆上住房梦，而且买房成本也会大幅降低，这也弥补之前保障房方面的短板。



而且，在保障房当中还有很大一部分会把开发商卖不掉的库存商品房纳入其中，这样也可以给开发商化解库存压力起到积极作用。未来国内商品房市场将完全实行市场化，而各地政府就负责给低收入家庭提供保障房。
2、城中村改造工程。我国的城中村改造工程已经启动，它主要是对城中村的危房、市规划用房进行拆除。这样一来，每年都会产生大量的拆迁村民，而这些拆迁村民拿了大量补贴款或房票，就到附近去买商品房。这样既解决了开发商的卖房难问题，也对当地房价起到也稳定的作用。



中央已经给楼市定调！楼市走势逐渐清晰了，就是在房住不炒的主基调不变的情况下，做好二件事情：一件就是要化解掉当前的房地产市场风险，避免房价大起大落，以及出现烂尾楼情况。另一件事情，就是建立起风险防控的长效机制，化解掉未来可能发生的潜在风险，让国内房地产市场步入可持续发展的轨道。
